Was, and mostly still is. Makers buy parts on the open market from the Mom & Pop shops that specialize in whatever the part is, and then assemble guns from the parts. I think, at this moment in time, there are only two barrel makers in all of Spain. That's with the possible exception of AyA, which is trying to source its own parts.
