CJF,
If you can find old German catalog data that uses German R5 powder, Axel says it is close to the burning rate of VV140, I estimate it is close to 4895 also. With either of them, reduce the load and work up while chronographing to see the results. The traditional NFB conversion is 40-45% of black powder load with 4198. My Favorite load for general use is the Ed Harris "The Load" of 13 grains of Red Dot behind the H&G #512c cast bullet (208gr). A friend who is sadly gone now liked 12 gr. of Unique behind the same bullet. I use a tuft of Kapok tamped over the powder, but Ed Harris said not to use a filler. My friend didn't use it with Unique. Without it, I had wide variation in velocity. Be advised that a great many people advise against fillers, especially with jacketed bullets. I do not have your rifle in my hands so I cannot be responsible for your loads, you have enough experience to make up your own mind. I have a 38-55 file/trim die and find it very useful, as is a 32-40 file/trim die when converting to other calibers. The 38-55 (and 32-40) has a slightly smaller head diameter (.422" vs .427") than 9.3x72R, so you can size the body but not the solid head. Accordingly, the tape shouldn't be required.
