The inscription you reference "E Fougere A Luneville" is almost certainly the original retailer and his town. Luneville is in eastern France, Lorraine region. A lot of French guild guns have this sort of marking. Consider it as though the local hardware store or sporting goods retailer went to the gunmakers, ordered some at a certain price point, and had their name on them, e.g., "Cabela's Scarborough Maine" or something like that.
The real meat of the identification is in the St. Etienne make, and maybe the stamps of the barrel joiners.
If it's a bringback that would be unsurprising - most of these guns seem to be bringbacks. There was a lot of fighting in the Luneville area - it was the area where Patton ran out of gas. If you want a good history, here's a place to start:
