I used to load 2 1/2" 12 ga loads by cutting down 2 3/4" hulls and using an overshot card. running through my MEC grabber I ended up with a good crimp with and opening in the center which was covered by the overshot card. Easy. Several years ago I got out or reloading and recently started up again, only this time I loaded 3/4 oz and skipped the cutting down stage. Lo and behold I couldn't get the 3/4 oz wads so I bought 7/8 oz and figured no problem, I would order some over shot cards and cut hulls down. I am sorry $13 to ship a baggy of overshot cards just pissed me off. I figure there has to be an alternative.

I don't know if they'll work for your purposes, but Track of the Wolf has BP over shot cards $12.69 per thousand. $6.95 shipping. I have some for my 8 bore ML. They're basically bombard. White on one side. Raw cardboard on the other. .025" thick. Even $6.95 seems like a lot for a bag of cardboard.

Old shot shell boxes are great material for over shot wads, using a wad punch. Last I made were from old AA boxes and measured .027" with a "mic", as I recall.

Back when I needed to use filler because all the 16ga wads that were available were all made for at least 1 oz loads, if not 1 /8, I had a tool with which I cut discs out of the styrofoam trays that come with meat, etc. Worked well. Then we started playing with cereal. I used Quaker Puffed Wheat or Puffed rice. Did the job just fine. I'm about to start using Gulandi SG-16 wads to reload 7/8 oz. Expect I may need to play with cereal once again. I already have Cheerios on hand.
