I took a very special 28 GA out to shoot sporting clays yesterday and couldn't hit anything. Returned home and patterned the gun to find that 100% of pattern (excepting about 6 pellets) was below the point of aim.
Are there any corrective measures for this issue??

Yes. That one is relatively simple, Bob. Just build up your comb height until you get it shooting where you want it. You can use a temporary measure, such as layers of moleskin, until you find where it needs to be. Then, if you don't want to leave that on there, you can likely have it bent up to that dimension. There are other permanent ways, such as an adjustable comb, but not as aesthetically pleasing if it's on a game gun.

A barrel expert like the Eyster folks can raise it about 2" at 30-40 yards working on the choke. Only other alternatives are raising stock (like Stan mentioned) and bending barrels up (I've seen this done on single barrel trap guns) or change rib configuration (again trap guns). What are we talking (o/u or SxS)?

Bob; Something I do to analyze point of impact with shotguns is shoot at targets on water, like a pond. Try that and a bunch of different brands of shells before doing something drastic. If the gun really shoots a whole pattern low, I would have to do something too, but before making a drastic move you would want to make sure. It's easy to flinch on a pattern board, keep that in mind. In regards to a pattern board and analyzing POI, shoot 5 shot groups, then see where pattern is most dense. That's POI. It's easy to flinch on one of the 5 shots. And have someone else do the same with the gun.

In general installation of choke tubes in "very special" guns is unthinkable. In USA improving guns actually reduces their value. I agree with HJ and would try to find new owner who would call this gun "very special".
