In this case I think not. I photographed this at the Birmingham Proof House museum. It's the same one as pictured in Greener's book The Gun and its Development:

i think it would be more difficult to make two molds than carve the hammers.great work

No, Mike, those hammers would have been hand carved from a block of iron or a rough forging at best. It is difficult in our culture to comprehend the incredible skill workmen in that era possessed. The human has almost unlimited artistic and mechanical ability given the environment to cultivate it.
