To get the real deal you need to load Federal Paper hulls. Paper hulls and doubles just go together like fisherman and lies.

and I can share such a load or two with you that will meet your needs. The guys here are right in the tapered plastic hulls not being the best platform for card & fiber, along with their mentioned straight-walled Federal papers (or something similar) being hard to beat for traditional loads.

Your tapered Win. & Rem. hulls can still be used for some good low-pressure (<6000psi) loads with plastic wadding, should you desire.

From the Alliant manual. Federal paper target,Federal primer, Wads;Fed 12SO,Win WAA12F1,or Rem PT12. Use either Bullseye or Red Dot @ 17.5grs all give less than 6000psi with 7/8oz. Some of these loads require a 20 ga card wad in the shot cup.
Here is another. Federal gold medel,Federal primer,Win WAA12F1.Bullseye 17grs,or Red Dot 18grs with 7/8oz shot. These require 1 or 2 20ga card wads in the shot cup. Less than 6000psi
From IMR Hi-Skor 800X loads; Winchester AA hull(old), Win 209, 21.5grs 800X,WAA12 wad with 1 20ga card, 1oz shot gives 1130fps and 5600lup pressure.
Some of these wads are no longer available. The Remington PT12 may have a diffrent number. The 1oz AA load seems like a good hunting load for your old gun.

Below is one of my favorite lo-pressure loads that I've shot in both Damascus and Titanic steel barreled Parkers

From the Hodgdon website:
1 oz load: Federal Paper Hulls, 18 grains of Clays, W209 primer, Windjammer wads, 5800 psi at 1180 fps.

It patterns good and very low recoil.

I use a Federal paper hull with Hodgdon Clays for a sub 7K pressure 1 oz load. Clays is fast enough that cold weather ignition shouldn't be any problem.

Contraire my friend. To get the real deal you need to load RMC brass hulls. Brass hulls and doubles go together like women and wine.
Just funn'n ya KY Jon.

I have loaded all brass hulls in gauges 28 and 16 for close to 3 years using smokeless powders. The loaded brass hulls are shot from a Parker Repro and a #2 AYA. I use both card/fiber and one piece plastic wads. I also use np and cp shot. My favorite upland bird loads for the AYA 16 gauge chronograph around 1220 fps and throw beautiful patterns. These loads are assembled the old way and are comprised of OPC's felt cushion/filler wads and OSC's. The Parker 28 gauge likes one piece plastic wads and has similar velocities and patterns to the AYA. To compound this folly, I actually enjoy the loading process which is accomplished using simple hand tools. After each hunt I reload those shells that I shot that day.
