Not at all sure about any Customs and Border Protection regs.
Best to check with both before proceeding.
You may also want to consider contacting someone who imports on a regular basis.

There is a seller of used German Scopes on ebay who offers international shipping. He has quite a number of items listed; I'd imagine he'd be a good source of info on the Customs question, as it's in his best interest to know (given the size of the U.S. market).

Not bad
Started moving in the UK on Thursday last week, arrived in Memphis TN early Saturday then placed on a custom hold due to no paperwork with description
Contacted FED EX, got an e-mail address on Tuesday am, the UK shipper sent them a copy of all docs via e-mail before Noon, hold lifted Wednesday early am
Arrived this am
Found the original paperwork the seller included in the clear plastic cover attached to the box not opended(3 copies all signed and dated)
Customs apparently did not look.

Scope is as was stated.
Would not be afraid of ordering again.
