Indeed. There is the off chance that block Nitro might apply to the facility at Frankfurt/Teschner-Collath, but still the post 1912 applies.

That would be Frankfurt am Oder, not the more familiar Frankfurt am Main.

Yes, Frankfurt an der Oder adjacent to the West border of Poland.
