My Ithaca Lewis, 1904, sports 3.5" of drop at the heel. I would like this to be nearer to 2.25". I do not care for comb risers. I am thinking on altering the head angle to accomplish this change. Any advice on how to proceed?

Get another stock

You might consider grafting a new butt stock on behind the grip using a mortise and tennon. You need too much change to refit the head or bend it, or as Mark suggested, restock it.
