looking at Flues 28 Ga with 24" barrels. cyl and cyl chokes.
I have seen where the 28 came in 24 or 26". the muzzles touch (which isnt foolproof litmus test for uncut) but appears legit. any way to definitively determine of factory 24"

No choke numbers on the barrel flats?
Wouldn't tell you if the 24" is original but would tell you if the chokes were messed with, and possibly cut.

The Buffalo Bill museum in Cody, WY have the records. For a fee they will do a search and a letter,

Does Cabela's have that gun, Brian? At one point they had 2 of those. Both field grades, IIRC. Relative to other American makers, Ithaca made quite a few doubles with 24" barrels. I lusted after a 20ga Flues with 24" barrels but managed to resist the impulse to buy it.

Another dealer I know. he had them on consignment.

I foolishly passed on a set of Parker’s with 24” barrels. That was one of my earliest mistakes. One that I still think about from time to time.
