I’d imagine you weren’t DENIED but DELAYED, but I’ve been wrong before. The PIN number is requested by people who commonly have issues with being delayed due to having common information like “John Smith”, and won’t put their SSN on the form. I don’t believe it’s mandatory to use said PIN number if given it, but then you run into the issue you had previously. Do you put your SSN on the form?

Could always call the ATF, they’ll need to verify your identity.

This is an FBI issued number as it's NICS related.

To have been given a PIn (actually called a UPIN), you must have applied for it.
As always,,there's a form for that.

The FBI does not just send them on to any & all persons who have trouble with Delayed NICS checks.

The UPIN is issued to persons who actually are qualified to purchase, but for reasons in the system, they are often Delayed.
They then go ahead an apply for the number to help ease them through NICS checks in the future.
The UPIN holder must still go thru a NICS check when purchasing, but that # included in the 4473 is (supposed) to clear the way passed what was delaying their purchase.

If you've already been issued a UPIN # from the FBI and have lost it,,contact the NICS/FBI at the email address or USPO address given in the form in the link down below..
Here's a swipe from it showing the info about contacting them re: the UPIN#
