Not really. They're industry standards, not law, and, as Rocketman said, ammunition and firearms produced in this country are self-certified to be within them. The manufacturer's compliance is assumed and relied upon, but who knows?

In CIP member countries, CIP standards are law, and ammunition is constantly tested in CIP proof houses. If a given lot fails to test within CIP spec, it's illegal for the manufacturer to sell it. Guns must be proven in CIP proof houses and so marked, or they're illegal to sell. This is why Mr. Roster's statement strikes me as so off the wall.

The difference seems more than semantics to me.
