Yeah, pictures on the internet are pretty worthless as an aid to being "sure" about what you're buying. You have the right idea.
With respect to "BIW&Co", my first thought was the maker of the tubes but, since the mark is also on the table, that isn't it. I can't come up with a company name that fits it.
One thought I had was that this piece might have been retailed by a hardware store ("ironmonger" in the UK), a practice as common there in those days as it was here, and that the mark is theirs. In that case, "BIW&Co" might suggest - "B-something Iron Works & Co". I dunno. Beyond that, I'm drawing a blank. Sorry I can't be of more help.
