either, but I find it easier to attach to the hook. If useing stainless shim about the only thing that works is Loctites blackmax from Brownells. I clean with acatone first, then glue in and hold the shim in place with a plastic felt marker and a c clamp. The plastic marker will expand to fill the hook. Paul
