T. Bland I believe is sold out of Woodcock Hill as a representtative here in the States now. The crossed septors (1813(inception)-1904) would be an inspection mark for Birmingham. With the diamond, the proofmarks would be in the 1887-1904. From what you've posted, the marks seem to be mixed in time and in proofhouse. There shouldn't be a Lion(over VGP interlaced in a Cypher) unless it went through the London House where the inspection mark would be a crown over V.
