No, it is not that they converge more or less, one from the other; it's that one converges one way and the other converges the other way (in other words, absent the effects of recoil and location relative to the centerline of the gun and the shooter's body, the center lines of the two cross at some point different than the intended point of impact). It is not clear that both types of POI adjustment effected the same way by convergence.
At the end you call the 60 cm end, there is something that moves the barrel inside the sleeve with the holes in the muzzle end and the O ring on the other. This (they) move the barrel left and right as well as up and down, much the same as the 4 screws that level a transit or dumpy level. Concerning the length of the EL, relative to the length of the shot barrel, the question is - "can the adjustment devices be operated within the shot barrel". The photo you provided doesn't show how this works.
