Impossible to tell, but I'd guess so.

The engraving is crisp and clean, with little evidence of wear of a removal of bluing and cyanide case coloring. There's enough wear on the bluing on the tang, and minor bits of wear here and there that I'm guessing the gun is in original condition...it just hasn't been shot a lot.

I have heard it's possible to get a letter from Browning on guns sold under the Browning name...I have no idea if that's a thing for guns sold in Europe/England as Fabrique National guns.
