I have zero doubt there is some waste. 40 percent is a crapload of cuts and they have a week to get it all together and submit it to Hegsith. I worked for 30 years trying to keep Russia, China and bad actors at bay. You don't hold them back by giving the war fighters less. It's exactly what Clinton and Carter did. Weaken the military at your own peril. It will come back and bite you down the road. Always has.
