I forget exactly where I read, It might be have been the NY Post or some other reasonably reputable online site that had someone come up with a theory that makes a certain amount of sense.
The theory was that some group needed to do tests of drones in a densely populated area and northern NJ definitely meets that criteria. He also theorized that this a top secret special access program and only a small number of people would be aware of the project.
It does seem to fit what's known right now:
Nobody in the government knows who is doing this (mostly the truth, the ones talking to the press wouldn't be aware of the project).
The government is certain it isn't an "Iranian mother ship".
The Federal government doesn't seem too upset or concerned or they would have ordered a shoot down of one of the drones*.
Check the laws, but private citizens shooting down drones that aren't their's is probably a felony.
*Unless it's aliens, then all bets are off
