As far as I know Art's is still in business, but Art himself has backed off on doing work to a degree and has for the most part turned the business over to his sons. Eubanks does excellent work & knows 21's well, but always have a major backlog. I don't know who you are referring to in Glenrock Wy but the only person I know of there is mainly an engraver rather than an all-around smith.

Glennrock Blue in Wy does lots of metal finish work, including hot blue.

I've spoken to Eubanks (the younger), he gets my vote. How about CSMC? After all they specialize n Winchester 21's It has been my experience that CSMC specializes in whimsey.
