Not entirely sure but I believe a passport or a passport card is now mandatory. The Canadian border guard even threatens to take your vehicle if you don't call-in when you come back across the unmanned border into Canada to come home (they issue you a number that you could present to prove you have complied) and they provide a phone at that unmanned border with the Angle to do just that. The passport card surely helps when you come back into the US of A as well, as it conveniently identifies you to everybody involved. You also have to check-in with the American authorities on a computer notepad when you arrive up there, so everybody is watching.

The fact that you must deal with these various Federal authorities seems to be a damper for lots of folks. I know that before I had a passport card I usually just avoided the thought of going up there. It seemed like too-much work and bother. Even the boating folks have to check in up there now it seems, not sure how they enforce that.
