By 1906 S,D&G gives that they are located @ 302-304 Broadway. By 1905 Lindner made an expansion to his shop and I would say it was in anticipation of Ernst Lindner obtaining his gunmaking Sheepskin, so S,D&G in turn may have done the same which included 304 Broadway. Things are looking very bright but in less that 10 years short years it all goes to Hell in a Handbasket.... Unless there was some odd address change in the same time period?

No, that's not correct as I found an advert for Oktober 1899 & April of 1900 and S,D&G give 302-304, Corner of Duane as a location.

Penn Arms may be one of the many gun names put on Forehand or Forehand and Wadsworth guns. One might add Hopkins and Allen to the list of possibles, and Shattuck, too.

keith makes a good point regarding the price point of turn-of-the-century fluid steel (damascus was actually more expensive) entry level doubles
Smith No. 00, Remington 1900, Steven No. 350, Ithaca No. 1 Special, Baker Leader, Lefever Dursten Special, Torkelson B grade & the A.J. Aubrey No. 55 were all about $25
Prices fell a few dollars after "The Panic of 1907"
The Crescent double, N.R. Davis B.S., Stevens 335 & H&A were about $15, as was the Hunter Arms Fulton S.D.&G. "Manhattan Arms Co." in 1912
The Parker Trojan was introduced in 1912 at $27.50 and the Sterlingworth was $25 in 1915. By 1919 both the Parker Trojan and the Fox Sterlingworth were listed at $55. In 1922 Fox dropped the price of the Sterlingworth to $48, then in 1926 down to $36.50.

$25 in 1900 would be about $900 today; more than the CZ Bobwhite and TriStar Bristol

The Penn Arms Co. is not a N.R. Davis which also had a sculpted frame and different top rib extension

Drew, by sculpted frame do you mean not a straight flat back where the receiver meets the stock ? If so, Forend models could have flat backs, even in higher grades.

I'm probably using the wrong term Daryl, but am referring to the fact that the side of the action is flat

Drew, I think it is possible that the illustration of the Penn is not done clearly or very well. When I think of it , a flat side on a gun like that would not match up with the forend Iron. There almost has to be a narrowing of the bar near the hinge.
