Thanks mc.
It is on my Birmingham made (1943 to 1949 ?) W.C. Carswell SLE. I was hoping that it might be sufficiently distinctive to provide a clue as to the action maker.
I can be fairly sure it was not Purdey.

Does this constitute a "dicky-bird" type of safety?

It has a bar on the safe so it might just block the triggers pretty simple device

Lloyd,
No the “dicky bird” safety has a centrally pivoted rocking lever Lee a bird pecking with head down and tail (to engage the safety catch) up.

Mark,
It has Birmingham Proof marks so it was probably made in Birmingham, although as Liverpool never had a Proof House that is not entirely conclusive.
The carving is not dissimilar to guns made by William Ford in Birmingham.

Yes, E. & G. Higham and Hooton and Jones, but Carswell acquired them during or after the First World War when the gun trade was declining he may have just bought the goodwill and the rights to the names rather than acquiring premises or any workshops.
I don’t know enough about the Liverpool gun trade to have any idea as to what extent (if at all) guns were made in Liverpool.

Hooten was owned by w Richards after 1924 so it was probably in name only with carswell buying it.
