Nothing here that could be made into 'FN' and VERY unlikely to be Fabrique Nationale. It could be the dealer.

Assuming it is a light weight game gun, and you intend to use it for birds with 7/8 oz. or 1 oz. loads, leave the chambers alone. Measure shot 16g 2 3/4" hulls of various makers and you'll find some that are shorter. If the cones are (typically) 1/2", there might be some pressure benefit in lengthening the cones. Modifying the chokes to fit your needs is certainly reasonable, and the gun could no doubt use a good check and internal clean before use.

16 gauge; single proofed in Saint-Étienne; chamber length in mm (i.e. after June 1912). The "FN" likely is the barrel maker and likely is Stephanoise. The serial number is an unusually large number. As Ted mentioned chokes are probably tight. It has the Scott Spindle top lever and not the usual V.C. Patent clone. This could indicate that it were made before the VC patent expired.

French guns sometimes have the name of the retailer on the engraved bottom of the action - but on a pretty plain gun like this one, it is unlikely.

2 1/2" 16 gauge shells can be had from RST. I will say that French barrels usually have a lot of steel in them and for the most part are capable of having the chambers lengthened. I'm finally having the chambers on my "Wonder" lengthened now.
