Here goes. The fellow that charges (actually, he doesn't charge any more) $2000 for a 21 barrel job, as Blackdog implies, threw the fear of God into the customer about rust in the rib channel and ruined barrels etc. As Blackdog correctly states, we ought to know whether the condition of our 21 warrants this fear about fatal rust. As he has mentioned, maybe a focused fix, directed at the problem at hand, a loose lug, may be more what we're looking for. Go to a guy who doesn't have $2000 on his mind and, as I said before, kiss the ground if you have a nice 21 at yesterday's prices. Personally, I don't think my old Trap Grade has any rust under the rib.
