I have a Parker CH with replacement, Damascus barrels and was wondering if there's a way to know if the gun was originally offered with Damascus or not.

The CH were usually fitted with spectacular Bernard I or II, and would have a 'B' on the barrel flats Parker D4 4 Iron Turkish was also offered A Research Letter from the PGCA would likely answer your question as to the original barrels http://parkerguns.org/

Good to know. This gun has a D on the barrel flat with a 3 above it. Thanks for the insight!

As Dr. Drew suggests, a PGCA letter would be the only way to find the original configuration of your gun. However, the Serialization Book may help.

The replacement barrels are likely Parker D3 3 Iron "Oxford", usually fitted on GH or 10g EH

Posting the serial number would possibly give us information on the original barrel steel. Or not.

Parker 67946 was originally made with Bernard Steel barrels in 12 gauge with a length of 30 inches.
137511 was a grade 2 with 28 inch Damascus 12-gauge barrels.

Huh, interesting. Now, final question: all that considered, is $3,500 a fair asking price if the rest of the gun is in well restored condition?

My feeling would be "no", but some pictures are necessary for any intelligent appraisal.
