Have two vintage pads that have cracks in the black base that migrated from most likely having the screws screwed in too tight. What would be the best/proper glue to use upon removing the pad to repair correctly? PS. I was considering Super Glue Gel or Gorilla Glue, but there might be better thoughts out there. PS. Both pads are Jostam FWIW.

I've repaired a couple like that, Tom. I used a clear epoxy. I didn't make any attempt to further hide the cracks, but I have since thought that if one were to dye the epoxy black it it help in doing so. Especially if you left some epoxy proud of the base, on the edges, and sanded it down to base level.
As hard as these old pads are getting to find I can understand your wanting to salvage them.

I use accraglass gel died to match for this type of repair, it does not shine like the liquid epoxy does.

I just repaired an old black buttplate and used AcraGlas. To dye it I used some old copier toner powder I had around, worked well.
My problem lies in reconciling my gross habits with my net income.

I just fixed one with superglue gel which may have not been the best choice. Then cleaned it up with a needle file and 600 grit sand paper. Finished using black shoe paste and gave it a good buffing. End product looks quite good. We'll see if it stands up to wear and tear.
Ps: mine was plastic not horn

JR You are correct, but it's a dark gray. Here is another JB Weld product that may be a better solution for plastic base plates, and this one is black. Thanks all. The black J-B Weld looks like a possibility. Wish I knew whether it dried matt black or glossy black. I've used Acra-glass jell also for repairs. Good stuff.
