Head of an Eider, body of a goose or most likely it is a Egyptian Goose. Looks like one. Perhaps some rich Earl imported some and liked how they looked. Escaped birds did well in England and might be seen fairly often. They were considered good luck by the Egyptians and the British did go through a crazy about Egyptian things for a period.
