I have effectively used 24ga on preserve birds. It did the job well. I have no experience with 32 ga, though I have used 410 inserts in my 16 and they worked on quail when working a gun shy dog. I would not consider 410 for pheasant save by someone who was a much better shot than I. Given 32ga has a standard load around the size of 3 inch 410, I would see it in similar terms.
