This saying to the best of my knowledge was attributed to William Greener, Father of W W Greener. It did reference shotguns & not Rifles. At the time it originated Choke Boring had not been developed, shotguns were cylinder bore. Consequently, unless an extremely small size shot was used pattern density fell by the wayside long before penetration. It was extremely good advice at that time & still has many applications today, even with choke bored guns.

Burrard discussed this principle at length in his book "The Modern Shotgun". With this method, pattern & penetration can be brought closer together than by many other loads. He recommended this method primarily for birds of the size of Pheasants & Ducks or larger & a minimum shot size of #4, (US #5). This was of course with Lead shot.
