Would someone help me understand this "ignore" feature?

I've never even attempted to use it, but it seems to me that someone said in a thread in the past that even if you put someone on your "ignore list" their name will come up on your screen, but you won't see the content of their post. If that's correct, wouldn't that explain the posters here who say they use the "ignore" feature, but still can tell that the people they're "ignoring" are posting something, even though they don't see what it is?
