TARP was signed into law by George W. Bush in Oct, 2008 prior to Obama's election. As for who and what caused the collapse, blaming only those who borrowed money they could never repay without blaming the banks that approved the risky loans is simply foolish and irresponsible. I miss Amarillo Mike. He could make a good case for a conservative position and concede a point when he felt fairness called for it.
