Any common carrier reserves the right to inspect packages. They don�t do it often but with the widespread use of lithium batteries and associated accidents you will see more inspection.

USPS uses private Trucks Airplanes and Trains who require inspection routines. That questions you go through at the counter are part of it, random physical inspection another part.
