After a certain amount of time (I think they told me 6 weeks), they will lower it or allow offers. You will see some lowered by $500 some lowered by $50. As eeb said, there is no rhyme or reason to the way they do things. But usually, if you wait them out long enough without anyone else jumping on it, you can get the price into a more realistic arena.
And my favorite line that I have heard from a number of Gun Library employees at different times from different locations "That's the lowest we can go. At this price we're not even making any money on it..." Sounds like something they must receive as part of their training to work there...
That said, I've purchased a number of guns from Cabela's Gun Library and I have been happy with the prices I paid and the guns themselves with the exception of one (which they gladly accepted in return.)
