A Gunmaker here in England called Elderkins of Spalding, Lincolnshire (still trading) used to bore out Spanish 10 bores to 8 bore and have them proved. They were a much cheaper alternative to an English double 8. I don't think they do them any more but there are still a few around that crop up from time to time at auctions etc. Not too expensive. You give location as North East; if N.E. U.S.A. then Paul is correct. Don't know about N.E Canada or elsewhere. Certainly legal for wildfowl on U.K.
I wonder if one of those Harrington & Richardson single 10's would re-chamber and bore out to 8 and still be safe. There is certainly a lot of meat on them. Lagopus.....
