Pre 1900 I have to go with Remington 1894. Just wish there were more small bores among them.

A friend and I were talking about what we feel is the best pre 1900 American gun. The CSMC Fox.
The best US design excuted with the best metallurgy and best quality control Uh-oh! Looks like another thread diversion to me! Someone call the Thread Police. Oh crap... that was the Thread Police. Getting back on topic... my votes are for John Nichols, Nichols and Lefever, pre-1899 Syracuse Lefever, and the Anson & Deely licensed H&R 1884 model.
Voting for anti-gun Democrats is dumber than giving treats to a dog that shits on a Persian Rug

The A.H. Fox Gun Co. was founded in 1905, outside the parameters of the discussion. I wouldn't rate the gun Ansley made in Baltimore in 1898 and 99 as all that great.

Lefever, LC Smith, Fox, Parker would be my 2 cents.

Pre 1900: Lefever, Parker, Remington, Ithaca. In that order.

Where form meets function, I like all three styles of the Ithaca Crass. The later models while probably being better designed just lost the styling to pure function. Pre 1900 though? The guns of George Fox of American Arms Co., Boston. The Boston Side-Swing and the Whitmore patent boxlock were fine guns. And Wilkes-Barre boxlocks also.

Fact is, all of these makers produced good guns. Now, if I could pick and choose certain features from each of the makers and combine them into one gun I think it would rank among the best the world has ever seen.

Fit and finish + engraving quality?
Tie: Lefever and Remington 1894.
Design?
Tie: Lefever and Sneider
All in, if one must choose...
-- Wood to metal fit, -- Quality of wood, even in mid grades -- Quality of engraving, even in mid grades -- INCOMPARABLE design features
Dan Lefever stands alone atop American made guns.
