There were several Ernst Schlegelmilchs, but images of the proofmarks may narrow the date & hence the mechanic:

GUN LOCK - Nr. 356,878. Patented Jan. 18, 1887
Ernst Schlegelmilch who hung out his gunmaking shingle in the late 1800s @ Steinweg 40
Ernst Wilhelm Schlegelmilch a descendant of the tube making fiend Kaspar Schlegelmilch
Heinrich Ernst Schlegelmilch who was active in the 1930s....
And I'm sure there were more.
