After chasing-my-tail to find Clays and Green-Dot, 700X and you-name-it I switched gears at the advice of others who are smarter than I am ("Republican" at ShotgunWorld.com).
I know you asked about "PB"--but here's food-for-thought.
And later in the thread, I see you mention 2-1/2 inch cases...I'm shooting standard 2-3/4 inch cases.
Anyhow, I suggest you check out the Nobel Sport powders.
This year I've shot somewhere between 8 and 10k rounds using 1-oz. 12 ga. shells using Vectcan AS from Graf and Sons. This is a powder similar to Green Dot. All these were loaded in "Gun Clubs" which are currently available, free, in unlimited quantity.
As luck has it, Green Dot is now currently available to me locally, at a decent price--but I after this new experience, I prefer Vectan.
You just missed the bro-deal on the haz-mat--but if you score a decent amount the shipping won't sting as badly.
I haven't looked, but I wonder if there is anything with in their line with a pressure as low as you listed.
