I found a H&R Handy-Gun, 12 3/4" barrel for sale. It is located in another state.
I spoke with my dealer, who stated he did not believe he could handle the transfer.
So, I called ATF. The Handy-Gun is classified as an AOW (Any Other Weapon) by the NFA. This one does have the $5 stamp, so it is legal to own.
However, according to ATF only a Class 3 dealer can submit the paperwork. (Though they admit that on the form it does not state a Class 3 is required.) An ATF form 4, co-signed by local law enforcement, a set of finger prints, etc are required as part of the application. I was willing to go through all this.
Then I asked ATF for a name of a Class 3 dealer in Illinois. No dice! They will not release any information. Something about a past lawsuit. So, I asked how would I go about finding a Class 3 dealer.
"Well call up every FFL in the state and ask them if they have a Class 3." "Ok, can I get that list?" "No, look in the phone book."
I am about to surrender to the pencil rodents. Does any one know of a Class 3 dealer in northern Illinois who is willing to handle a transfer?
