Fox, it's a humourous reference to a Monty Python skit from the early 1970's.

A Frenchman insults a English guy by saying "I fart in your general direction".

The humour comes from three areas; the general distaste that exists between the French and the English, the very bad french accent the English comedian John Cleese used when saying the line and the inherent wimpiness of the French insult, confirming for the English audience how useless the French are.
