Edwardian, truly thank you very much. When the topic came up involving the importation of a firearm from another country, I mistakenly thought that Toby may have been referring to the DDTC policy change that did not appear to distinguish antiques in any of the various ways that other agencies may use the word. The fear is ATF will rule that modern muzzleloaders are not replicas; therefore, not antiques, so come under their "firearms" regs. Mike

Its stated in the law that percussion and flintlock and prior ignition are not subject to regulation by the federal government. The states have additional regulation but most simply follow the federal law. They cannot change the law without congress.
