I don't see how this would affect an individual who is not manufacturing smokeless propellant,and I can tell you from personal experience that guncotton is definitely a high explosive. At one time it was used as the bursting charge in some US shells, and I had to destroy one once. It was much more energetic than one loaded with TNT. Radford Army Ammunition Plant in Va manufactured Nitrocellulose for use in smokeless powder and had a good many instances where the Nitrocellulose line blew up.
I don't know but they're up to something. Knowing that they can't change the law being that the House and Senate are in Republican control they'll redefine the regulation and have it upheld by a liberal Supreme Court.
So get out and vote, especially for President.
