What they are trying to do is make it even more restrictive for powder makers to operate. It is back door gun regulation and elimination of their use. If you can not get ammo or afford it you will not shoot much.
The key to shooting is ammo, not guns. If you make it extremely hard to get ammo a lot of shooters will give up. Look at what the price increases did to .22 shooting. At my club it must have declined by 90%. It went from taking you kid out for a nice shooting session, that cost $15-30 and it became $50-75. One was easily done the other became a real cost consideration. For that much you could take several kids to the movies or mini golf or what ever you wanted to do. for old guys money might not matter that much but for a lot of growing families it still does.
