I took it to a gun shop, and although they can't tell me much about the gun, they said that it looks like damascus barrels that have been blued. Assuming that it was made in or around the early 1890's (no proof marks), can we also assume that it is damascus? If so, what kind of precautions do I need to take in shooting it? Or should I not shoot it? Also they agreed that the rifle barrel seems to be 11mm or something close to that.

I don't see a pattern right off but that may not mean much as I don't have it in hand & it might have been refinished. But either way you will need to keep your pressures low. I assume it is a 16(65mm) bore?

yes it is a 16. If the rifle is fluid steel, wouldnt the shotgun barrels be the same materials?

Not necessarily. I have seen several older drillings with damascus shot barrels but a steel rifle barrel. A former co-worker has a Charles Daly hammer drilling in 12 x 12 x .38-55 so barreled.
