Indeed, I think it could be and probably is. There is at least one London proofmark on the barrel flats where I believe it was originally proofed with a subsequent reproof in Birmingham under the 1925-54 rules. I was hoping it would be some sort of maker's mark, but that makes more sense. Thanks!
