The three position safety was available until the late 20's. I personally think it was a great idea.
The crescent wrench (4") works great, you can also use a screwdriver between the two cocking levers and re-cock it like James said until you hear the sears click.
If the gun has been broken down and you aren't sure if it was re-cocked, the cocking rods will move easily with your fingers if it was.
