Neither Ed. Read the 2nd Amendment. It says that the Right of the People to Keep and Bear Arms shall not be infringed.

It doesn't grant exemptions to either the states, local government, or the Feds. It sure doesn't say that infringements can be done by sidestepping the Congress via Executive Orders.
