I sold a bolt rifle to a a guy in Kali a few years ago. As an out of state, individual seller, the process was the same as any other state. I sent a copy of my DL and a BOS with the rifle. They collect tax on the transactions in Kali. That was the reason for the BOS. Not sure if it has changed in the last 5 or so years though.
