Probably just ignore the ruling. They shove the rulings they like down your throat and ignore the ones they don't like.

That's a beautiful little gun. Is that the engravers signature on the trigger plate?
I've never seen one of these which isn't surprising considering the stated low production of 30 guns per year. Does anyone know how long they've been in business and how many side-by-sides they have built?

Keith, From what was posted by others earlier, it was founded in 1947 by Libero Ferraglio. But other writings state he started in the 1960s. When he died, his apprentice Ivano Tangfolio took over the business. One source stated that B.Rizzini owns them now.
In McIntosh' Best Guns, he has something brief on the company. They have a low volume and didn't have modern machinery, but had access to it thru a friend. They were running actions at night at the friend's shop. I don't know the current situation. But if B. Rizzini owns them, they could have quite a bit of machinery at their disposal.
According to McIntosh, Ferlib and Dakota Arms worked out a deal, in 1997, where Ferlib made finished actions/barrels and Dakota finished the woodwork. I don't know how long that lasted, but I was always under the impression that SIACE made the Dakota shotguns.

I think Dakota Arms worked with Ferlib prior to their deal with SIACE.

Chuck, gauge? BBl length? LOP? Balance to front trigger?
Guns of similar weight can handle quite differently if they have differing weight distributions.
DDA Don, Advertised as Ferlib Best Boxlock. I believe it to be their model 7 in high finish quality. 410, 28" bbls, 5lbs 5 3/8 oz, 14 3/4" LOP, 4 3/4" front trigger to balance point. Please let me know your thoughts on MOI for this gun. It swings like a heavier gun.

I got the gun out of the impound wait period today and took it straight to the range and patterned it. It shoots where I point it. I think it fits me well. I'm still fascinated by the small size of this gun. The grip is also thin. I suppose that could be a liability too. Here's some pix of it along side one of my NID 410s, flanked on the other side by my Fox AE 12ga for perspective. all pix taken with camera mounted flash

Pretty little gun Chuck. I am not a disciplined enough shooter to even consider a .410, maybe someday I'll graduate to a 16 bore.

Chuck, I don't think you have to worry about their quality anymore. And that looks like a 410 frame.
